中铁四局集团海外工程分公司是中铁四局集团直属分公司，具体实施中铁四局的跨国经营业务，负责承揽国际建筑项目的资格预审、投（议）标和组织集团公司及成员企业实施和管理国际工程项目：负责设立驻外机构、派遣驻外人员和外派劳务等外事的管理。海外公司经过多年来在国际工程承包市场上的磨练，先后在伊拉克、利比亚、阿联酋、尼日利亚、吉布提、尼泊尔、泰国、蒙古、委内瑞拉、马来西亚、吉尔吉斯斯坦等多个国家和地区，承揽并实施铁路、公路、机场、市政、水利、工业厂房、民用建筑等国际工程近百项；完成劳务合作项目数十项，派遣劳务人员数千人，其中大部分是工程技术管理人员：在尼泊尔、泰国、蒙古、委内瑞拉、马来西亚等数个国家和地区设有驻外机构和项目经理部，常年在国外工作人员达数百人。2001年签订国际工程承包项目合同总额2500万元美元，2002年对外经营工作将取得更大的进展。海外公司总部现有员工28人，大学本科学历人员占90%以上，员工整体素质高，具有良好的团队精神和开拓意识。全面正确理解和执行国家对外开放政策和“走出去”的外经战略意图，按中铁四局跨国经营的方针，充分发挥中铁四局整体资源（人才、资金、管理）优势，积极进军国际工程承包市场。

The Overseas Engineering Company of CTCE Group is a direct
subsidiary company under CTCE Group.The Company undertakes
transnational business of CTCE,which includes
prequalification,bidding and bid negotiation of international
construction projects,organizing CTCE Group and its member
companies for the execution and management of international
construction projects.The Company is also responsible for the
establishment of overseas offices, the dispatch of overseas
management staffs and the provision of labor services. During
the years abroad,the company has undertaken and carried out near
one hundered railway,highway,airport,municipal works,water
engineering,industrial building and civil architectural and
other projects in countries like Thailand, Monglia, Venezuela,
Malaysia, Kyrgyz,Nigeria, Djibouti,Saudi Arab,United Emirate
Arab,Tanzania,Iraq,nepa,the Philippines South
Korea,etc,completed dozens of labor cooperation
projects,dispatching several thousands of labors abroad,most of
them are technician,engineer and management staff.The Company
has established overseas offices and project management offices
in Nepal, Thailand,Mongolia,Venezuela,Malaysia etc.,several
